Accreditation & claims

Find the governing document for the action you need to take: joining the program, keeping accreditation, filing a claim, or responding to an adverse notice.

Accreditation

For healthcare professionals

PhilHealth accreditation is distinct from a PRC licence. Start with the professional-accreditation circular, then check the current forms and any later issuance applicable to the application.

  • Confirm the professional's PRC registration and the PhilHealth record being applied for or updated.
  • Keep the submitted forms, performance commitment, proof of receipt, and every notice in one dated file.
  • If accreditation is questioned, identify whether the action is a denied application, non-renewal, suspension, or revocation. The decision-maker and remedy may differ.

Accreditation

For healthcare facilities

A DOH licence to operate and PhilHealth accreditation answer different questions. Check both the facility's regulatory authorization and PhilHealth's facility-accreditation requirements.

  • Match the application to the facility type and actual services delivered.
  • Review the documentary requirements, provider data record, performance commitment, and the relevant annexes.
  • Record changes in ownership, medical direction, service capability, or licensure so they can be assessed under the applicable notification and accreditation rules.

Reimbursement

When a claim is returned or denied

Begin with the service date, benefit package and actual claim status. A denied claim, a returned claim and an unfiled claim are not the same dispute; package-specific circulars may prescribe different documents and deadlines.

  • Build a claim-by-claim ledger showing patient encounter, service date, submitted documents, filing date, PhilHealth response and current status.
  • Compare the reason given with the circular effective for that service and benefit package; preserve clinical records and how the patient entered care.
  • Read the stated reconsideration or appeal route before assuming a court action is immediately available.

Proceedings

When PhilHealth sends an adverse notice

Preserve the notice and its attachments before drafting a response. Identify the legal ground, the evidence relied on, the official or body acting, and the response period in the applicable rule.

  • Request material documents that are referenced but not furnished.
  • Separate questions about accreditation authority and due process from the merits of the underlying claim.
  • Use the PhilHealth administrative-case rules where the matter is a disciplinary proceeding; do not assume the same procedure governs every accreditation transaction or claim adjustment.

In Quezon City Eye Center v. PhilHealth, the Court required the agency to follow its preliminary process and to establish the center’s own participation in the charged conduct through substantial evidence. It distinguished Urdaneta Sacred Heart Hospital, where the record showed active patient recruitment. The different outcomes depended on the provider’s actual conduct and the applicable charge.
